Photoshop (and Elements) use the concept of layers. Each element you add to your canvas (photos, papers, embellishments, text) gets its own layer and they can be moved up and down in the layer order and reordered just as you would if you were placing items on top of paper on a traditional paper layout. You can also use this concept when it comes to frames i.e. you can layer a number of frames on top of each other to get a certain effect like I did here:

To recreate:
1. create a canvas for your photo -- I created a 4x6 canvas for my 4x6 photo.
2. drag your photo onto the canvas and resize to fit
3. drag your photo mask on to the canvas and resize to fit, making sure you photo mask layer is below the photo layer (just like we did in challenge #3)
4. clip the photo layer onto the mask (Ctrl-Alt-G in Photoshop, Ctrl-G in PSE)
5. drag your photo frame onto the canvas - this time it goes on TOP of your photo. Resize it to fit.
and
6. Optional step: I recolored the text art frame to have white text. I Ctrl-clicked in the text art frame layer to make that layer the active selection, them pressed Shift-F5 to fill the selection, choosing white as my color. This will make more sense when you try it, I promise! {SMILIES_PATH}/wink.gif
7. Print your photo!
Have fun!
