Michelle - it should work in PSE. Let me know what step you are getting stuck at and I can try to get you past it. PSE can be very frustrating at times - believe me, I know!

So I am finally getting the images stacked up but the frame is solid (does that make sense?) and you can not see the image through the white center of the frame. I am sure it is me I am so upside down and backwards when it comes to technology. It might also be the frames I downloaded. I was unable to get the ones you used so I downloaded a Halloween kit that had frames from the site that Debbie linked too. I'll keep trying while I can see straight.

if you right click on your picture or your frame, you should get an option menu where you can choose "format picture." From the menu that comes up there, choose layout, and select behind text. then you should be able to put the frame on top of the picture of just stacking them one on top of the other.
